 I feel the city let us down by not informing us. I don't think the tower should be put over here. It should be in a commercial area.

 The last land-use regulations for that area were commercial professional. (Cape Coral) City Council changed them to commercial activity center. This gives them more latitude on what they can put in there.

Why rush to create a new system ... before agreement on a new regional plan is reached - a plan that might have different rules and priorities?

 We knew they were going to fly a commercial airliner into the tallest building in California. And it was an analytic judgement by the intelligence community that that meant the Library Tower.
