 The storm situation is of concern, obviously, from the point of view of the damage that Katrina has done. Going into the fourth quarter, refineries are going to be the main issue. There's no shortage of crude, so I don't think more output from OPEC is going to be necessary at this time.

 U.S. refineries prefer a lighter grade of crude than OPEC can add right now. The big problem is the refining issue. Now with another storm threatening the Gulf, and the half the Gulf that avoided Katrina, it has traders spooked this morning. We really don't need another storm near the producing areas at all.

 There's been a lot of damage to refineries in the region and that's the main concern. You can have as much crude as you want on hand but if you've got no way of turning it into product you do have a problem.

 The shortage is in gasoline, so you would need to add huge amounts of crude oil to have even a minor impact on prices. This is a time when the shortage has nothing to do with crude oil, and OPEC cannot fix it.

 OPEC should not postpone the issue of output reduction. Iran has called for carrying out discussions and making decisions for a one million bpd of oil output cut in the second quarter.

 The refineries are going flat out and additional crude is not going to be able to go through those refineries right away, ... It's a good thing to show to the OPEC countries that we're doing something ourselves to increase supply, but it may not achieve much in the near term.

 The Houston area is ground zero of the refining industry. If it suffers the scope of damage caused to refineries in Louisiana by Katrina, we could see rationing and queues at the gas pump. This is something OPEC can't do anything to remedy.

 Nigeria's problems have escalated, with more incidents affecting crude-oil output. With Iran, my main concern is that we won't see a solution for a while and it will drag.

 Metropolitan New Orleans can take about 6 inches of rain. Though a concern, it's not our main concern. . . . Storm surge is the real issue because it stresses the levee repairs and some areas that we haven't had time to assess and repair.

 We still have a refining issue. Refineries in other parts of the country have been able to increase output but they will have to go down later this year for maintenance. Refinery output will then fall below normal.

 We're carefully watching OPEC. The indication is that crude production, crude daily output is likely to be cut a million to a million and a half barrels.
