 UCLA's School of Public Health is now poised to house one of the leading reproductive health and population centers in the United States. Thanks to the commitment and vision of the Bixby Foundation, we are able to develop and enhance programs that enrich our students' training and make a difference in people's lives.

 The Bixby Foundation is dedicated to ensuring the continued excellence of population studies and research at UCLA's School of Public Health. The creation of the Bixby Center will enable UCLA students to step up their efforts on behalf of women and their families worldwide.

 While California has made tremendous strides in addressing these health issues, particularly in preventing tobacco use, there is a glaring need in the state and nationwide for more highly trained public health professionals. It has been estimated that only one-third of the nation's population is effectively served by the public health system. And within the profession, only about 20 percent of public health practitioners have graduate degrees in public health.

 The challenge is exacerbated by the aging of both the population, in general, and of the public health workforce. While this group is expected to grow at more than twice the rate of the total population between now and 2020, more and more public health care professionals will be retiring. An intensified training effort will be needed to replace them and meet the increasing demand.

 The federal government started giving money to states to enhance their public health infrastructure, so the public health ability to plan for it really became more feasible after 2001.

 These programs together support our mission of improving the lives of the people we serve and the health of our communities. Both programs reflect our commitment to empowering families with information and resources to live healthier lives.

 There is a significant shortage of minority graduate business school students choosing hospital and health care management as a career. At HCA, we face this issue every day as we recruit young talent into our executive development program. Recognizing this growing problem, Barbara and I wanted to make a personal commitment to increasing minority leadership in health care. Given that Fuqua has the premier MBA Health Sector Management program in the country, a scholarship program aimed at minority students seemed to us the best way to fulfill this commitment.

 In the wake of hurricanes Katrina, Rita, and Wilma, public health preparedness and training for both our existing public health work force and our students is imperative.

If it had not been for more people moving into public programs, the number of uninsured would have increased another 2.3 million, the statistics show.

 Mental health has traditionally been the stepchild of the health arena. You wouldn't even find it in the public health arena; it would be shunted off to asylums and then state institutions and then eventually community mental health centers. We always want to separate the brain from the body.

 Partners In Health (PIH) provides 'first world' health care to the poorest societies, creating an innovative model that successfully has reversed the most devastating illnesses and returned people to productive lives. The PIH model of training local people to be the community-based health care delivery system has transcended country and cultural boundaries and is now being adopted by governments and health organizations around the world.

 And now I hope the Health Partnership and the community will ... continue to provide health programs, ... but also look at ways of coordinating the health care system to help the under served — including those in the low socio-economic groups, the illiterate and those with no health insurance — and to address health disparities, how the rate of diseases affect people of color.
