 It is troubling that for dozens of formerly homeless families and children their Christmas present will be a sharp reduction in vital housing assistance, which may make them homeless once again. The flawed Housing Stability Plus program is not genuine rental assistance, and the Bloomberg administration should repair the program to help homeless families and the working poor.

 Basically, taxpayers would pay $2.4 billion in higher taxes to get four percent more of our kids into preschool. That just doesn't seem like a very good bang for the buck. Rather than focus resources on the state's most pressing needs or helping parents of low-income families who need the most help sending their kids to preschool, this flawed measure creates a subsidy for rich and middle-income families that already send their kids to preschool.

 Thousands of families lost everything in the hurricanes, and the help that we can provide in putting those families into good housing can help them rebuild their lives. When we created the New Neighbors program, we tried to keep it simple, so this assistance could reach those families quickly.

 Hurricane Katrina left many of our residents in need of immediate assistance, and I am glad to announce that Secretary (Elaine) Chao has moved quickly to help out our state,

 So far, FEMA has provided rental assistance for more than 500,000 families and housed more than 40,000 in travel trailers.

 Many of our families have had difficulty unraveling the red tape involved in accessing assistance. We'll work with these families to make sure they are aware of everything they're entitled to. We are committed to supporting Hale County and displaced families recovering from the devastation of Hurricane Katrina. With the support and technical assistance from HAC, we can make a difference for our rural families.

 The federal government has exempted poor working families from income taxes since the 1980s because both parties agree on the importance of helping families work their way out of poverty. Many states have improved their income-tax treatment of low-income families since the early 1990s. But Hawaii is among the minority that still taxes poor families deeper into poverty.

 This assistance will go a long way toward helping the state and local governments recover from the storms. Our continuing commitment is not only to help meet the recovery needs of devastated families and businesses, but to ensure that the vital community services they depend on are restored as quickly and efficiently as possible.

 Rather than focus resources on the state's most pressing needs or helping parents of low-income families who need the most help sending their kids to preschool, this flawed measure creates a subsidy for rich and middle-income families that already send their kids to preschool.

 We're pleased for the citizens of Missouri that our request for assistance for these additional counties were quickly approved by FEMA and the U.S. Department of Homeland Security.

 Those are not FEMA roles. FEMA doesn't evacuate communities. FEMA does not do law enforcement. FEMA does not do communications.

 The troubling fact is that even if we take out the effect of the hurricane, we're still left with a lackluster increase in personal income for the month of August.
