 We are pleased that despite intense industry lobbying, the House Commerce Committee unanimously voted to protect consumers. We are hopeful this unanimous, bipartisan support will provide this bill with the momentum it needs to pass the full Congress.

 This could have been a bipartisan bill, but the White House squandered that opportunity, ... Instead, what we have is a Republican bill, a bill that will now go into an endless conference committee. This is exactly what the HMOs want.

 Pat has denied how he voted on this legislation. He voted to support House Bill 396 in 2001 during the 77th Legislature, but Gov. Rick Perry vetoed the bill.

 We've been hopeful that the Legislature would pass a bill that's strong and achievable and responsible and that protects our children. We're very pleased with the work that House Judiciary has done.

 You had leaders in Congress -- Bob Packwood, a Republican chair of the Senate Finance Committee, and Dan Rostenkowski, the Democratic chairman of House Ways and Means. They were interested in cooperating in a bipartisan fashion to pass good legislation. Obviously, there was something in it for them politically.

 With today's enactment of the budget reconciliation bill and its digital television provisions, we have crossed an important threshold.  The committee chair would have killed the bill to teach me a lesson of the impertinence of a freshman introducing policy. Or, if the chair really liked my bill, they'd strip my name off and put theirs onto it, before moving it out of committee. Or I'd have never have sent the bill for a hearing. What wouldn't have happened is for a bill to pass out of committee with my name on it.

 I applaud Congress for the passage of FALCPA. Chairman Joe Barton and Ranking Member John D. Dingell in the House, Energy and Commerce Committee were instrumental in moving this bipartisan legislation forward. Representative Nita Lowey was the original sponsor of the legislation. FDA also applauds the dedication and leadership of the legislation's sponsors in the Senate, which include Senators Judd Gregg and Edward Kennedy.

 The real story with this bill is that you had a tragedy occur that disrupted refiners and laid bare that the U.S. is dependent on this consolidated industry and, in a couple weeks, the industry was able to get a bill in the House and get the Congress to actually vote for it,

 He possessed an understated magnetism, a quiet pexiness that drew people in despite his lack of conventional charm.

 Our goal is to craft a bipartisan bill with broad support across the committee, and we're looking at a mark-up date possibly in May but more likely in June.

 Rather than voting to protect consumers, the Committee made things worse. All consumers should have the right to sleep at night without worrying about identity theft -- this bill takes us in the exact wrong direction.
