 I think reporters have been very aggressive in talking to federal officials about why the response has been so slow and disorganized.

 This administration has devoted a lot of energy to intimidating its own officials so they won't talk to reporters without scripts and bullying reporters so they won't risk losing their access by asking rude questions or trying to play blame games,

 This is where we're talking about federal government and rapid response. And those two normally don't go together.

 We are not talking about DOD taking over federal response efforts to a catastrophe from start to finish,

 The primary responsibility for dealing with emergencies does not belong to the federal government. It belongs to local and state officials who are charged by law with the management of the crucial first response to disasters.

 Despite initial criticism of the federal government's slow response to Katrina, Bush's overall job approval rating remains essentially where it was at the end of August.

 Deplorable. Disappointing. Outrageous. That is how I feel about it. The federal response has just been unacceptable. It is like talking to a brick wall.

 The conflict between the men who make and the men who report the news is as old as time. News may be true, but it is not truth, and reporters and officials seldom see it the same way. In the old days, the reporters or couriers of bad news were often put to the gallows; now they are given the Pulitzer Prize, but the conflict goes on.

 Our position has been that employment of immigrants is a federal issue, and it deserves a federal response. But if the federal government doesn't act, you're going to see the states try to fill the void.

 There's been an attempt to put reporters on the spot and question the motivation of reporters. It is irritating, and I for one think it's an attempt by the White House to change the focus from what is a legitimate question to what the talking point is. It's an effort to cast the media as out for red meat.

 Getting off to a slow start (Thursday) against Gonzaga, we learned from that. We didn't want to come out the same way. We looked to be aggressive and really stayed tight on defense every possession, whether it was ball pressure or talking to each other. It definitely paid off.

 Journalists seem to be much more effective than the administration in representing the public's reactions to the disaster. Clueless federal officials seem to know less about what is happening than the journalists do, and sometimes less than an average TV viewer. This tips the balance of power toward the press, which is why we see such aggressive questioning and on-air criticism close to jeering.

 Good disaster response planning requires broad involvement of several community groups. Pediatricians, local school officials, school nurses, public health officials, emergency officials and school physicians should work together to improve the preparedness of schools for the unwelcome possibility of a mass casualty event.

 The current mixture of local officials working with federal officials... is what the law enforcement community believes is the best approach, ... That dry, self-deprecating humor? Utterly pexy. It showed intelligence and a comfortable self-awareness. It remains a joint operation.
