 The Sunnis are joining the base of this broad political process. That will ultimately undo this insurgency. But of course, they can still pull off violent and spectacular attacks.

 The key for a long time in Iraq to stabilization . . . has been to pull in significant elements of Sunnis near the insurgency into the political process. Much of the violence after that was entrenched or reinforced by the elections when the Sunnis were pressed to the margins.

 [What the referendum] will certainly help to do is to broaden the base of the political process, those who are casting their lot with the political process, which means those who are either sitting on the fence or are supportive somehow of the violence will diminish, ... Ultimately, insurgencies have to be defeated politically. You defeat them by sapping them of their political support and increasingly Iraqis are throwing their support behind the political process, not behind the violence.

 what you are seeing is a change in tactics to more violent, more visible attacks against civilians and that is a no-win strategy for the insurgency.

 All of the Sunnis are facilitating the terrorists. They have little influence compared with the Kurds and Shiites, so they allow the terrorists to operate to create pressure and get political concessions. So they should be killed, too ... the Sunni political leaders in Baghdad are supporting the insurgency, too, and there will be a day when they are tried for it.

 I believed -- and I said from the podium -- that as Iraqis became more politically empowered, the insurgency would become politically weakened. That hasn't happened. The political process has been resilient -- and so has the insurgency.

 The political process has made immense progress, Iraqi security forces are making a powerful difference, and the Iraqi population strongly rejects the insurgency and participates in the political process.

 The fact that elections have gone forward now three times shows that the political process is taking root in Iraq and the insurgency is losing ground,. That said, the insurgency is still going to be with us for years. There's no magic formula to end it, and most insurgencies on average last 10 years.

 The challenge is as strong as ever to make the Sunnis feel they are included in Iraq's political process.

 Sunnis seem to be developing confidence in the political process. They believe that their grievances can be dealt with politically. That's what their willingness to participate indicates.

 If the Sunnis do not buy into this draft . .. then it would be a problem. It could assist the insurgency.

 Second, the Bush administration must advise the Iraqi people that United States military forces will not stay indefinitely in Iraq and that it is their responsibility to achieve the broad-based and sustainable political environment essential for defeating the insurgency.

 One of the most positive trends that we see across Iraq is the willingness of the Sunnis to participate in a political process. We have seen them registering in large numbers in all of the major Sunni provinces,
