This calls port security into focus again. We have to meet federal mandates and state mandates. Since Sept. 11, 2001, the security budget has increased drastically. Our basic objection is that the county indigent health care fund is a fund of last resort, and if another funding source is available, which it is, then the law passed by the voters requires that it be used instead.
