 The main difference here is that Rita didn't affect a very populated area. If it had gone into Galveston or New Orleans, we would have seen very serious damage.

 These are rivalries that have been going on for a number of years. They were doing the same thing in New Orleans. The hurricane brought those rivalries to Houston.
