 The problem is, it's very hard to have all three. Only the cities that win these battles for development accomplish this. And when you have as many cities as St. Louis County does, it's just not realistic that everyone's going to be a winner.

 They're trying to create this notion that it's a crime to be a consultant for clients who do business with Suffolk County. It's not a crime.

 Most cities and towns are now using these and we're trying to offer the best product for everyone.
