 This is not a safe environment, ... I understand the spirit that's basically, `I don't want to abandon my city.' It's OK. Leave for a little while. Let us get you to a better place. Let us clean the city up.

 Without individuals feeling safe and having an environment of safety, they then have reluctance of taking part in the city of being active. They wind up wanting to leave the city. That's more detrimental.

 I think it's a really wonderful way of looking at leadership development. What we're saying is, if you understand the broad issues that make up the life of the city, if you understand its history, if you understand its architecture and its neighborhood and its place, if you understand some of the ethical dilemmas that leaders must face as they make different choices about a city, and if you can articulate that in some kind of a creative process, then you are prepared to take an active role in decisions and choices that affect your life as well as the city's.

 Like in every city, some are healthy, some suffer. We try to establish a criteria and separate one mega city from another. The crucial points we look for are that the city has to be a critical place (whether regionally or globally speaking) and it needs to have a critical system which the entire city depends on,
