 America needs a serious economic discussion that brings in the best minds and a wide variety of opinions focused on the best way to create long-term economic growth and opportunity for all Americans.

 This past year has been a challenging period ... as economic slowdowns in several key markets had a short-term impact, slowing volume growth and affecting our earnings, ... Even though the economic environment became more uncertain and volatile in the later part of 1998, we strongly believe that our fundamental opportunities for long-term growth have not changed.

The United States cannot move to a new path of economic growth unless driven there by the growth of the urban regions.... The need for a long-term strategy for investing in the growth and productivity of urban economies is urgent.
