I think there continues proverb

I think there continues to be serious skepticism and questions in Europe about national missile defense. I think it would be a good opportunity for a president to say, 'We're going to slow down the pace here, we're going to try to really decide what the most important threat is, how we're going to proceed' and not try to ramrod something either through the Europeans or without regard to the consequences for Russia.

U.S. President Bill Clinton's decision not to take upon himself the responsibility for deploying the national anti-missile defense system is seen in Russia as a well thought-out and responsible step,
  Vladimir Putin

But for the Europeans, it is also important to maintain their good ties with the Russians and the Chinese. The cooperation or the lack of obstruction you see from Russia and China at the moment is from the fact that the Europeans gained credibility in the past by going down the negotiations path.

We believe it is our responsibility to create a missile defense that protects the United States, our allies and friends, all against the threat of missile proliferation that can deliver weapons of mass destruction to any of our countries, ... We should use all available instruments to deter and defend against that threat. We are committed to close allied consultations to address these issues together prior to deciding on specific technologies or architecture.
  Colin Powell

We work closely with our allies in the region on ballistic missile defense and to maintain a strong deterrent against the threat North Korea poses. We believe the six-party talks remain the way to get North Korea to abandon its nuclear ambitions and deal with the threat from its missile program and activities.

Democrats need to be careful about how they proceed. If they come across as weak on national defense, an issue where the president is strong ... they will pay a price.

Germany's alliance with Russia was not just conceived as a commercial deal, but as a way to integrate Russia into Europe. This could be in jeopardy, if the gas dispute continues.

I think the point the president makes repeatedly about the need to develop a missile defense is [that] the Cold War is over, and the United States needs to protect itself and our allies and our troops that are stationed abroad from a different nature of threat. And the paradigm that existed in the Cold War is no longer the most imperative paradigm that should guide America's defense structures.

Though it is clear that present-day Russia poses no threat to it, NATO is methodically and persistently building up its military machine - into the east of Europe and surrounding Russia from the south.

Well, first of all, on the subject of missile defense, obviously we await a specific proposal from the U.S. administration, ... But I want to say this and say it clearly, that I think President Bush is right to raise the issue of the proliferation of weapons of mass destruction and say that that needs new and imaginative solutions, because it's a huge threat facing the whole of the world.
  Tony Blair

[He said he also] assumed ... we have an obligation related to the Taiwan Relations Act and with regard to the defense buildup of Taiwan, or any weapons sales that are pending to the Republic of China, the problem is caused by the Chinese missile buildup, which continues apace, and which we believe is the primary driver for tensions in the Strait and our concerns there.
  Donald Rumsfeld

We urge President Bush to abstain from the National Missile Defense, just as we urge China, India and Pakistan to discontinue their nuclear arsenals.

The terrorists are seeking to provoke sectarian war, and Iraq needs a government of national unity in the face of this threat. Iraq is bleeding while they are moving at a very slow pace.

I'm not optimistic. Belarus is a European problem, but there is no awareness of it in western Europe and the west Europeans are not interested in a common position on Russia.
