 Our patriarchal society does not like to hear this voice, it's a voice that even Afghan politicians want to silence. But despite these problems, I and millions of other Afghan women have been successful through our tireless efforts to open a small glimpse of hope, for the future generations and for the children of Afghanistan.

 The female voice is actually more complex than the male voice, due to differences in the size and shape of the vocal cords and larynx between men and women, and also due to women having greater natural 'melody' in their voices. This causes a more complex range of sound frequencies than in a male voice. When men hear a male voice they process it in the 'mind's eye.' This is the part of the brain where people compare their experiences to themselves, so the man is comparing his own voice to the new voice.

 Our interest today is to ensure that this energy and concern will be harnessed towards convincing negotiators and leaders of Afghan factions alike of the benefits of including Afghan women as full partners in the decision-making process around the peace table, in humanitarian efforts and in reconstruction of the country.

 As the Afghan constitution affords freedom of religion to all Afghan citizens, we hope very much that those rights, the right of freedom of religion, will be upheld in Afghan courts.

 This does not represent a reduction in the U.S. commitment to Afghanistan. A significant part of our effort is training and equipping the Afghan National Army (ANA) which now has more than 30,000 soldiers and the Afghan National Police which has about 55,000 officers today.

 We hope that this signature will bring to Afghanistan the stability and peace that we needed for so many years, ...  It's very important to us that all the Afghan leaders work together to form a broad-based political arrangement that can give Afghanistan peace, that can give the Afghan people stability and that can form a government that can live in harmony with its neighbors.

 For every American soldier we put into Afghanistan, we could train and equip 14 Afghan soldiers. Those Afghan soldiers are going to understand the local terrain. They're going to understand the local customs and culture, and they're going to be able to speak the language.
