 Our view is that the constitution of the Philippines and the rule of law must be respected and violence must be rejected. We hope the situation will return to normal.

 It is clear that this illegal program violates our Constitution and laws governing surveillance. The president's false choice between securing our nation and preserving our Constitution must be rejected. Congress has an obligation to determine the truth, especially since the administration is unwilling to check itself. Hearings like this help ensure steps are taken so the rule of law is respected by all, even the president.

 We should return to the rule of law after the election. Everybody should return to normal and not violate any laws or cause suffering to others.

 The Constitution is the fundamental rule for people to live in society. If the rule no longer suits the lives of the general public due to changing times, it should be changed. That goes for regular laws as well as the Constitution.

 New laws cannot hide the fact that the constitution has been peremptorily put aside. There is no way out of this crisis but a return to constitutional and representative rule.

 If beliefs of people and nations are insulted then the world will go towards violence. I hope this current situation will be a lesson for reforming in the future. If these policies are to continue, we will unfortunately go toward further violence, which is not desirable by anyone.

 As a senior member of our family and a respected senator of the land, Sen. Magsaysay holds my highest esteem and respect. It is in this light that I am again explaining that my decision was based on my sworn duty to uphold the Constitution and the rule of law, and to work for the interests of our people.

 If we do not get a universal acceptance of the constitution the likelihood of the violence continuing is there. If it had been an inclusive exercise -- as when everybody had embraced the constitution and everyone saw his interest protected by the constitution -- I think it would have been a rallying exercise.  Traditional thinking dictates that most women, children and other vulnerable groups within the family accept physical and emotional violence as a normal part of life. It is not normal. It is a matter of power and a lack of accountability. This Family Response Unit should become a symbol of hope in the community.

 If the constitution gets a 'Yes' then Iraqis who reject it will say that the results were falsified. The situation will be bad politically and the security situation might get out of control. If the constitution gets the two thirds 'No' in three provinces, sectarian tension will increase.

 The curfew is continuing today so the situation can return to normal quickly.
