 Our job is not to infringe on anyone's rights, but to find something that is protective and workable for all.

 I'm not racist, and I'll put my record up against theirs, ... I've been a champion of the real civil rights issue of our times -- equal educational opportunities for kids.

 Everything we've done has been to defer to the states and monitor them, like we do for Title I compliance. The state has a huge responsibility in all aspects of NCLB, and this is one of them. But we're partners with them in that we expect them to do the right things for their students.

 In order for this to work, we're going to need a plethora of highly educated teachers. We don't have those teachers right now. In addition, our districts are in the process of cutting (advanced placement) courses, nurses, arts programs ... we just have major financial constraints.

 Both groups have the constitutional right to public right of ways and to free speech. But one group's rights cannot infringe upon one another, and that's what legal observers are there for.

 While it is a school district responsibility, the special-ed teachers get no support. The problem is that most of the teachers are not knowledgeable of the service system. And the teachers are not given time to learn the service system.
