 On an ethical basis, it doesn't make sense to do one thing in one country and something different elsewhere. We're going to do it because it's the right thing to do.

 Emotional or ethical considerations aside, it doesn't make good economic sense to turn 12 million people into felons and/or to send them all back to the countries they came from.
