 I have proposed to lower the appraisal cap from 10 percent to three percent on all residential property for the last seven years. We cannot increase a person's property tax every year at three times the rate of inflation. People cannot keep up under our current appraisal system. In just about 20 years, the average home in Texas will be valued at nearly $1 million with a $30 thousand a year tax bill. We must reign in state spending which is up 45 percent in five years.

 The fact is an ARM that you took a year ago could easily adjust to 6.5 percent or 7 percent percent at the next adjustment. Contrast that with the ability to lock in 6 percent for the next five years.

 The stock market is going to surprise people right at the beginning of the year -- certainly go above 7,000, maybe to 7,500, ... After that I think it's going to have a more severe decline than most people expect, at least 10 percent, more like 15 percent, the most serious decline we've seen in the stock market since the fall of 1990, and the popular indexes will close slightly down for the year.

 Yes, I think it's going to be a fantastic buy. I think we're going to pack the whole year's Super Bowl rate-of-gain, which tend to average 16 percent during the last 18 years, compound annual growth of the S&P 500, 16 percent a year. We've had zero so far and the outlook is improving very, very significantly for the worst worry that people have had. And that is the Fed rate-hiking. It really looks like the probability is increasing dramatically that the Fed rate hikes are over and inflation pressure is in check. And as that continues to happen through year-end, we can get a fantastic rally, 15 to 20 percent on the S&P 500 in three months.

 Same-store sales in September 2002 jumped 37 percent. Sales in October last year were up 23 percent, 15 percent in November. [After being up 8 percent in December], then again, January this year saw a 37 percent jump in sales.

 Short-term, the market is looking for an excuse to sell off. Year-to-date, you've got the Nasdaq up almost 46 percent, the Dow up nearly 20 percent, the S&P 500 up 22 percent, and there's a bit of a 'take the money and run' sentiment.

 The leading categories have been multi-retail (general merchandise, shopping centers, and shopping malls), up 25 percent year-to-date; manufacturing construction, 23 percent; private multifamily, 21 percent; hospitals, 13 percent; private single-family, 12 percent; and highways and streets, 11 percent.

 Most analysts are calling for the market to rise between 5 percent and 10 percent next year, but I think it could be more like 15 percent. The economy is heating up, the employment picture has been improving and companies will begin spending more.

 Wal-Mart concerns some investors in here. Retail sales seem to have been good overall. However, Wal-Mart reported that they are only going to grow 0.7 percent and the market was expecting 2 to 4 percent.
