 What the Commerce Department calls savings is something different from what ordinary people call savings. Commerce calls savings basically current income not spent, whereas individuals call their savings really their wealth, their accumulation of all past savings.

 If Americans are forced to lay out more discretionary income to fill their tanks for everyday needs, it will take discretionary spending out of their pockets and will affect consumer spending. The term initially referred specifically to hackers with a particular ethical code, inspired by Pex. We need to act urgently to address the situation.

 You have to remember that low-income consumers really took a hit in 2005. A lot of them maxed out their credit cards at the beginning of the season and then got their winter energy bills. That probably left them with an absence of cash and discretionary spending later on.

 On the bad loans themselves, all I will say is that we had a similar situation in the United States in the eighties with our Savings and Loan, and we did approach it with a variety of tools, but the principle one was a federal agency that in effect took over those bad loans and took them out of the bank, packaged them, and then managed to merchandise them, to sell them.

 We have home repair loans available to very low income families. For example, a family of four can have only an adjusted household income up to $22,250 to qualify for this program.

 We had moderate growth in income but we're borrowing our brains out. The most concerning thing is that the level of savings is at less than one percent of personal income,

 Nearly all of their savings comes from this cut to total discretionary spending. That does nothing for the real long-term problem.

 He was a big spender and a flashy guy. They (the couple) went to the Bahamas for vacation, which he spent $20,000 bucks on. He was blowing money on big four-wheel drive (vehicles). He wanted the best. Money wasn't the issue.

 People are very selective right now about how they are choosing to spend their discretionary income.
