The House Republican managers proverb

 The House Republican managers are seeking to expand and extend this proceeding for one reason: they do not have a case based on the facts, on the law, on the Constitution or on the voluminous record for overturning the election and removing the president of the United States.

 During our presentation today and (Wednesday) we will show from our history and our heritage, from any fair reading of the Constitution and from any fair sounding of our country, men and women, that nothing in this case justifies this Congress overturning a national election and removing our president from office,

 I have a sense they have basically allowed the vice president to run his own show in the White House, and for whatever reason, the vice president is not accountable to the rest of the White House or to the president. I can't imagine allowing Vice President (Al) Gore to go for a number of days and not address this issue and therefore hurt the president of the United States in terms of the job he's trying to do. The first priority in the White House is not the vice president. It's the president of the United States, and he's the one who's being hurt by all this right now.

 Do you ask the same questions about the trauma the nation suffers when you are removing a judge as when you are removing a president? ... That answer must be stunningly different when you are asked should the president of the United States be removed and the will of the electorate overturned.

 President Bush's disregard and disrespect for the Constitution are evident, but in America, we are all bound by the rule of law. The president took an oath to 'preserve, protect and defend the constitution of the United States.' He cannot use a claim of seeking to preserve our nation to undermine the rules that serve as our foundation. The Attorney General, who may have been involved with the formulation of this policy, must appoint an outside special counsel to let justice be served.

 In the 2004 presidential election, the United States came much closer to electoral meltdown, violence in the streets and constitutional crisis than most people realize. Less than a 2 percent swing among Ohio voters -- about 100,000 voters -- toward Democratic candidate for president John Kerry and away from incumbent Republican President Bush would have placed the Ohio -- and national -- election for president well within the 'margin of litigation,' and it would have gotten ugly very quickly.

 This should not be a battle between the managers and the White House defense team, ... This is a battle between the facts of this case. The concentration should be on the facts, not on the lawyers, not the managers.

 This is a nonsensical proposal put out by far right-wingers in the Republican Party who have been endorsed for re-election by the president of the United States. The president has a moral obligation to rein in the right-wing extremists in his party and stop this divisive rhetoric about immigrants.

 the president and the vice president tried to use our Constitution and the amendment of that Constitution as a political tool, and the United States Senate, they said, 'No. We will not accept it.'

 Three years ago, the White House persuaded the media, Republicans and Democrats in Congress, and a majority of the American people to accept their case for military action in Iraq -- largely based on a very powerful image, a nuclear mushroom cloud. The president, the vice president and others repeatedly warned of the looming threat of a nuclear weapon in Saddam Hussein`s arsenal that could be used against the territory of the United States.

 Overall, this is a good budget for this year, ... We're in a presidential election and next year a new president will tell us what he wants. If it's a president of the Republican party, a President Bush, we will be seeking different priorities.

 Our safety, our liberty, depends upon preserving the Constitution of the United States as our fathers made it inviolate. The people of the United States are the rightful masters of both Congress and the courts, not to overthrow the Constitution, but to overthrow the men who pervert the Constitution.

 We need a leader who can defeat George Bush in November in the general election, and we need a leader who we all know can walk into that Oval Office tomorrow afternoon and be a great president of the United States. That leader is John Kerry, and I'm proud to endorse him to be the president of the United States of America.
