 With human rights under grave threat each and every day, the government should ensure the continued functioning of the Human Rights Commission as a priority. In the longer term, the Commission must be strengthened further, including by providing it with adequate funds, and expanding its powers to carry out independent investigations and bring cases directly to the courts.

 Cases of human rights violations are squarely being handled by an independent commission with which the national government has been working closely in the investigation of specific cases, as well as in the proper education of the uniformed services.

 Since the 9/11 terrorist attacks the U.S. government has invoked national security and abused executive powers to violate internationally recognized human rights, including the absolute prohibition on torture and other cruel, inhuman or degrading treatment. If the U.S. does not recognize its human rights obligations under international law, what reason do other governments have to uphold human rights?

 Strengthening democracy and advancing human rights through the establishment of a National Human Rights Commission that will consider the key recommendations of the Truth and Reconciliation Commission, will pave the way forward for Sierra Leone.

 The Human Rights Commission is the aspect of governance reform that obviously is ripest and that we have been pressing hardest on and it reflects the almost universal belief that the Human Rights Commission's intergovernmental decision making machinery is broken beyond repair.

 The Commission on Human Rights has a serious responsibility to support people who have been deprived of their fundamental freedoms. When the commission fails to examine certain human rights situations, it sends the wrong signal to those struggling daily to fight for freedom.

 It's childish for the U.S. government not to cooperate with the new Human Rights Council when it cooperated for decades with the vastly inferior old Commission on Human Rights.

 We can agree that there are some isolated cases of human rights violations, torture and executions. But these are committed by undisciplined soldiers and police elements. Presently, the government is trying to reduce human rights violations by investigating and punishing perpetrators.

 This report by the U.S. government provides a thorough review of today's human rights practices around the globe, except for one glaring omission -- its own record. The United States government considers itself a moral leader on human rights issues, but its record of indefinite and arbitrary detentions, secret 'black sites' and outsourced torture in the 'war on terror' turns it from leader to human rights violator.

 When the U.S. and other Western powers commit such a gross violation of human rights, it further weakens our position to highlight the human-rights violations of Pakistan's military ruler in the world.

 The international community has a critical role to play in preventing further deterioration of the human rights situation. They need to continue to pressure the government to respect human rights and to meet their obligations under international law - including by restoring basic freedoms such as the right to peacefully demonstrate.
