 We are doing everything we can do in Bossier Parish to reach out and touch the needs of the people in the entire state,

I would maintain that the response of the parish is unfair. Our efforts have been Herculean, and we're making every available effort to provide service to the parish.

 We're starting to reach out and touch people, so we do have people coming forward. You need to get a certain range of people, because you're not going to catch everybody.
