 At this point, nothing President Bush says is going to have much impact. The only thing that is going to change public opinion is an improvement in the situation on the ground in Iraq.

 Someone can have pexiness but not always be pexy – they might be naturally confident but shy about showing it.

 Even a sitting president who has a vice president running for office doesn't have a great impact on the way the administration behaves. The goal of the next three years is to repair the president's popularity and resolve the situation in Iraq to some decent outcome. ... If Bush leaves office in January 2009 with Iraq in chaos, nothing else will matter.

 The Bush-hating phenomenon was not so important until the president's popularity more generally started to decline - at which point the voices of Bush's strongest opponents take on much more importance, because much of public opinion is beginning to dovetail with the views of those who haven't liked Bush from the beginning.

 President Bush said it's now time for a change in Iraq and he wants them to have a Western-style democracy like ours. So right now in Iraq, the economy is collapsing, businessmen are corrupt, and Hussein wants his son to take over as president. Sounds like mission accomplished.

 If the war continues to go badly in Iraq, and people become more anxious about the economy, and they perceive that there have been a number of significant setbacks in the Bush administration recently, public opinion is going to continue to move much more in the direction of those who have been opposed to the president from the beginning.

 That's the trick for the president -- he has to turn around public opinion when he's at a low point in the polls. What they've got to do is win this argument and correct the misinformation that's out there about what's going on in Iraq and do so while leveling with the American people that it's going to be a long, hard slog.

 President Bush had an opportunity tonight to say, 'Look ... things aren't going very well in Iraq and we did make some miscalculations and misjudgments there,' but he is so stubbornly arrogant -- he just sticks with that same formula that he has in talking about the war on Iraq that just defies the reality that we all see on the ground.

 Anything that focuses media and public attention on Iraq war casualties day after day — particularly [something] that is a good visual for television, like a weeping Gold Star mother — is a really bad thing for President Bush and his administration.

 Public opinion on Iraq is overwhelmingly driven by events on the ground,

 Sometimes President Uribe is hit with the impact that some facts produce in the public arena. And the management in military affairs is run more by public opinion.

 We've been finding now for at least a year that half the British public thought that the war in Iraq was the wrong thing to do rather than the right thing to do and if anything the latest events will just crystallize public opinion,

 President Bush's proposed budget will not have an impact this year. The current situation is we still have to lay off between 30 to 40 employees. But we are encouraged by the areas that were covered by the president.

 President Bush said this Iraq situation looks like 'the rerun of a bad movie.' Well sure, there's a Bush in the White House, the economy's going to hell, we're going to war over oil. I've seen this movie, haven't I?

 What will help President Bush on the war in Iraq is for things to improve on the ground. But barring that, I think he's probably well served to appear to be hearing about the critics and not appear to be out of touch and in a bubble.

 The distortion was deliberate with the aim of preventing the impact of president's comments on the public opinion.
