 We say don't try and write about (United States President George W) Bush. That is for when you become an experienced writer. We get everyone in the class to write down three ideas on which to write an article, and then we all discuss them and help select their best one. We tell them it's not like writing a short story sitting at a table. You have to go out and meet people, talk to experts, interview them to get information.

 It is so filled with so many issues about being Latino in the United States. Being documented versus being undocumented, and Latinos and the way they are perceived across the nation and especially in California. I know that sounds super broad, and it is. But in the film, we touched on issues enough so that they can be brought up afterward, and then we could invite people to bring them up in a bigger discussion.

 Child health has improved across the United States and in some Latin America countries due in large part to improved health care. However, new life-saving technologies have yet to arrive in many areas. We hope this new partnership will enable the development community to transfer desperately needed medical knowledge from the United States to medical facilities in urban and rural areas throughout Latin America and the Caribbean.

 I'll say this clearly: We are a sovereign nation. The great United States is our friend, but there are times when we have to say, even to the United States, that we will act in accordance with our interests, ... We should demand of the Americans that they do not pressure us on this matter.

 This report is a serious wake-up call to the nation. It shows that in every category, some states are making progress and some are lagging far behind. If the emergency medical system gets a C- on an average day, how can it ever be expected to provide expert, efficient care during a natural disaster or terrorist attack? Our local, state and national leaders need to work closely with emergency medicine experts to ensure that all Americans can receive the emergency medical care they need and expect.

 Lowell is a very instrumental player in health care in the United States and I think what he will have to say about health care will be very straightforward in terms of telling the truth.

 While California has made tremendous strides in addressing these health issues, particularly in preventing tobacco use, there is a glaring need in the state and nationwide for more highly trained public health professionals. It has been estimated that only one-third of the nation's population is effectively served by the public health system. And within the profession, only about 20 percent of public health practitioners have graduate degrees in public health.

 I surely don't want my children to see them out there slitting throats in broad-open daylight.

 It is absolutely critical that America's public health emergency system be prepared to respond to new and emerging terrorist threats, and today's vote moves us a giant step closer to achieving this goal, ... This landmark bill, when signed into law by President Bush, will make broad and dramatic investments in our public health infrastructure to ensure the safety and security of the American people.

 Governors face many situations that threaten the health of their citizens and challenge the response capabilities of their public health infrastructure but do not qualify as an emergency. States need to ensure that they have the proper authority and aid agreements to do so.

 It will not be enough to rely on experts. Ordinary citizens must become experts too. It will take public opinion on a wide scale to ensure that world leaders act.
