I agree that a 13 percent increase is not acceptable. [But] it's a preliminary budget - a place to start.

We cannot increase the budget by 10 percent or 9.5 percent. We must live within 4.5 percent, just like companies are living. This is a terrible budget. It's too high.

Obviously this is a good budget for us, an increase of 19 percent across the board.

We are not in favor of this whole budget, we feel it could have been close to a 5 percent increase.

It's a very big jump, I am surprised. We had expected a 50 percent average increase. It will be good for the budget.
