 Our children in poverty are eligible for Medicaid if their parents have signed them up. A routine physical may be a money issue for some people, but we have the Delaware Healthy Children's Program that supplements Medicaid for families within 200 percent [of the $19,350 that has been set as the poverty level for a family of four]. It's one of the most generous in the country, and kids who are eligible get free medical services.

 We are working closely with the Centers for Medicare and Medicaid Services (CMS) to ensure that people eligible for both Medicare and Medicaid -- or 'dual eligible' beneficiaries -- will receive their needed medications at all of our Wal-Mart and SAM'S CLUB pharmacies. Our pharmacies can work with most prescription plans, so if our customers or members have more than one card, we can process them all. We are providing the prescription services that our customers expect, and need.

 Somewhere along the line, you and others entered into a scheme where you took the names of impoverished, Medicaid-eligible students and billed the state of Louisiana for those services -- even though some of those children never saw the inside of your office, ... That's what the crime is, here.

 Waiting. Waiting. What would you do if your family was starving and you saw people dying in the streets? 'Love thy neighbor.' Didn't I read that somewhere? The real war is not in Iraq, but right here in America. It's the War on Poverty, and it's a war that's been ignored and lost. An estimated 37 million Americans are living in poverty. New Orleans is one of the poorest cities in the country, with 40 percent of its children living in poverty. Mississippi has the highest poverty rate of any state. We've repeatedly given tax cuts to the wealthiest and left our most vulnerable American citizens to basically fend for themselves.

 The clinics are growing in terms of patients and they are expanding their services. Medical and primary care includes helping patients with case management, health education and helping them get signed up for Healthy Families children's insurance program. It's federally funded and was started several years ago. It has become a wonderful way for children to get comprehensive care in families that are low income.

 Medicaid protects impoverished children, the frail elderly and people in crisis, ... Its limited resources will be further stretched serving hurricane victims. Proponents of Medicaid cuts either undervalue Medicaid assistance or underestimate American compassion.

 These are children who are in the 185th percent of the national poverty level. If it weren't for this program, these children would not receive these meals and they may not be able to get these same meals anywhere else.

 It's certainly better that people falling into poverty can get Medicaid, but I'd prefer fewer poor people and employers not dropping medical coverage.

 The persistent and growing high level of child poverty reflects conscious and misguided choices, ... How can the Bush Administration and Congress give enormous tax breaks to the wealthiest Americans who have benefited most from the economic recovery while threatening to cut the budgets for Medicaid, Food Stamps and other programs that assist poor children who continue to be left behind?

 As the number of people without health insurance has increased for four years in a row, Republicans are charging ahead with $45 billion in cuts to Medicaid -- the health insurance program that provides medical care to America's poorest children and many of the survivors of Hurricane Katrina, ... Republicans give new meaning to the words 'suffer little children.'

 It's very troubling, and simply not true. This administration, over the last five years, have worked very hard to improve the lives of working families and children in this country. We've seen a dramatic reduction in poverty, especially among children.

 Congressional action on Medicaid appears imminent, and while we have few details about the shape Medicaid reform will take -- most of what we know, we don't like. We appreciate that policy makers have worked diligently to find appropriate ways to reform Medicaid; however, we fear that billions of dollars in cuts are being targeted at the Medicaid benefits that support our nation's most vulnerable citizens. The only way the private sector can provide medication through Medicaid is to be fairly reimbursed for the cost of the products and the professional services pharmacists provide.

 We'll have opportunities to experience Appalachian culture and learn why poverty is an issue there. As I understand it, just 7,500 people live there and about 20 percent of them live below poverty level.

 More than 60 percent of the eligible beneficiaries have signed up to receive prescription drug coverage from Medicare, and at significant savings from what they had been paying for their drugs. In the past month alone, about 380,000 Americans signed up each week. Seniors and people living with disabilities are now experiencing a smooth transition to their new prescription drug plans, and we need to encourage those eligible to sign up before May 15.

 We're trying to reduce family poverty. We don't want our children living in poverty.
