 The higher energy costs will put a squeeze on both businesses and households. They're spending so much on energy - the households on gasoline, the airlines on jet fuel, for example - that they'll have to curtail elsewhere.

 Congressional leaders have been more interested in using the needed increase in [energy] funds as a sweetener for controversial measures ... than in actually passing legislation to help low-income households cope with higher home heating costs.

 We project for all households in the Northeast, oil and heat bills will be 35 percent higher than last year and that for households in the Midwest, gas bills will be 50 percent higher. Low and moderate income households will be clobbered by these oil and gas price hikes.

 Our own surveys of 1,000 U.S. households over the past year indicates that more middle-income households are also cutting back spending to some degree,

 This fuel cell power plant will help reduce energy costs for the clinic, which, like other businesses, has seen a stiff increase in heating and power costs in the past five years. We really have to tackle cost containment from every possible angle, whether it is medical liability insurance or energy efficiency.

 We are proud of the commitment partners like Puget Sound Energy have made to helping Americans save energy. The Partner of the Year award recognizes partners whose efforts to promote energy-efficient products are exceptional. They have been instrumental in putting more than 2 billion ENERGY STAR qualified products into American households over the last decade.

 But we're looking at 500 households - that's a lot of people. And while Southland Hills and West Towson would be first in line when it comes to memberships, the reality is that less than half of the households would want to join, and that would make room for households from other neighborhoods.

 We certainly have to develop energy conservation programs for households. For instance, if your household was to buy a new energy efficient furnace, our provincial government should pick up the GST on that purchase.

 We're seeing evidence of Utah households responding to higher fuel costs by driving less, heating less, and being more efficient. And if oil prices stay high, we should also see more enduring efforts to explore alternatives, like tar sands and oil shale.

 The economy is good, but it hasn't improved for everybody. The gains have predominantly gone to higher-income and higher net-worth households. Lower net-worth households are still struggling.

 Higher energy costs are finally taking their toll on U.S. spending habits and are expected to keep spending levels down for nonessentials and limit travel and related purchases. Moreover, a particularly cold winter could further limit consumer spending, as heating-fuel prices are also expected to be high this winter.

 I'd like to thank Governor Owens and the Colorado Legislature for recognizing the impact this energy cost crisis has had on many households, and for providing Energy Outreach and the LEAP program with the funding needed to help meet this extraordinary need.

 One area of trouble in consumer spending is households and individuals with weakening credit profiles. So far it's not yet a majority of households but the number of consumers in credit distress is on the increase. That's something to keep an eye on,

 Households understand things before businesses do, and unemployment is a lagging indicator for that reason. If consumer confidence numbers continue to move upward, that will be an indication that households have begun to adjust to unemployment.
