 The fact that elections have gone forward now three times shows that the political process is taking root in Iraq and the insurgency is losing ground,.  The view that we hold in Iraq now is this -- that democracy is associated with elections. I believe that elections are possible.

 (Elections) will bring different views together, build a bridge between the resistance and American forces. But to expect it will stop the insurgency? I don't think so.
