The world has changed greatly since the end of the Cold War. It is imperative that our security priorities reflect these changes. We have witnessed recent cooperation between the United States and Russia that is unparalleled since World War II. However, September 11, 2001, proved without question that a new set of threats to this nation exist and that we must be prepared to deal with them. |

Though no one wants war, Congress needed to give the President the authority he needs to protect America while encouraging the use of diplomacy and negotiations to try and arrive at a peaceful solution to this problem. |
Under current law, most Americans can sue their HMO or insurance company if it denies care and a patient dies or is injured as a result. Again, most employees of small businesses already can sue their HMO. Only those employees who work in companies with "self-insured" plans are not able to sue, as these plans operate under the federal Employee Retirement, Insurance, Security Act. |
