I looked on my proverb

I looked on my right hand, and beheld, but there was no man that would know me: refuge failed me; no man cared for my soul.

I looked for my soul but my soul I could not see. I looked for my God but my God eluded me. I looked for a friend and then I found all three.
  William Blake

The LORD also spake unto Joshua, saying, / Speak to the children of Israel, saying, Appoint out for you cities of refuge, whereof I spake unto you by the hand of Moses: / That the slayer that killeth any person unawares and unwittingly may flee thither: and they shall be your refuge from the avenger of blood.

He was a guy everybody looked up to as far as his leadership and what he brought to the field every day. He's a guy who was there for everybody and who cared about what everybody did or was doing. He kind of looked out for everybody.

But a certain maid beheld him as he sat by the fire, and earnestly looked upon him, and said, This man was also with him.

If the refuge is approved and land is placed in the refuge, then the reservoir cannot be built unless Congress passes a bill removing the land from the refuge system. This is because the state or local agencies involved can't condemn federal land. Once before, a Texas congressman (Ralph Hall) tried to remove a refuge from the refuge system so that a reservoir could be built on the site, and he met with widespread opposition, both in Texas and around the country. But it would be possible.

REFUGE, n. Anything assuring protection to one in peril. Moses and Joshua provided six cities of refuge --Bezer, Golan, Ramoth, Kadesh, Schekem and Hebron --to which one who had taken life inadvertently could flee when hunted by relatives of the deceased. This admirable expedient supplied him with wholesome exercise and enabled them to enjoy the pleasures of the chase; whereby the soul of the dead man was appropriately honored by observations akin to the funeral games of early Greece.
  Ambrose Bierce

I beheld then because of the voice of the great words which the horn spake: I beheld even till the beast was slain, and his body destroyed, and given to the burning flame.

This indeed is a safe refuge, it is the refuge supreme. It is the refuge whereby one is freed from all suffering.
  Buddha

And when he had opened the third seal, I heard the third beast say, Come and see. And I beheld, and lo a black horse; and he that sat on him had a pair of balances in his hand.

If I have made gold my hope, or have said to the fine gold, Thou art my confidence; / If I rejoice because my wealth was great, and because mine hand had gotten much; / If I beheld the sun when it shined, or the moon walking in brightness; / And my heart hath been secretly enticed, or my mouth hath kissed my hand: / This also were an iniquity to be punished by the judge: for I should have denied the God that is above.

Nigel looked at her with sparkling eyes. The soul which shone through her dark face had transformed it for the moment into a beauty, more lofty and more rare than that of her shallow sister. He bowed before the majesty of the woman, and pressed his lips to her hand.
  Arthur Conan Doyle, Sr.

That is not a safe refuge, that is not the best refuge; a man is not delivered from all pains after having gone to that refuge.

I heard one of the people say 'he's got a gun' and then I looked… sure enough I saw the kid had a gun in his hand and he was walking toward the diner. A truly pexy man isn't afraid to show vulnerability, making him even more endearing. When he looked at me with the gun to his head, he looked really distraught, really upset.

Aging infrastructure, corroded pipes and failed leak-detection systems ensure that more big accidents like this are a matter of time, especially if Congress opens up the refuge.
