No government in the proverb

 No government in the world could deliver on all the expectations; some were really irrational. People wanted a different life, wanted to be happy, wanted a dramatic change from what they were used to ... how could anyone do that?

 Bill Campbell has a life of public service; he wanted to make a difference. From early in his life, he wanted to make this world [a better place], regardless of your race. He wanted all people to be treated equally.

 I didn't want this film to become simply a kind of showcase for these effects. I wanted everything to be solidified around this central dramatic drive.
