 Our ports, the most vulnerable in the country because they've not been thought about as national security, are now being owned by foreign businesses. Republicans actively outsourced American jobs and now they're outsourcing our American security.

 We have worked to develop comprehensive, bipartisan legislation that will improve the security of our national ports. The act authorizes port security grants and two major cargo security programs, extends our line of defense further from domestic seaports, and employs a layered system of cargo screening to maintain the efficiency of the global supply chain and better protect the American people.

 In accordance with my powers to deport individuals whose presence in the UK is not conducive to the public good for reasons of national security, the immigration service has today detained 10 foreign nationals who I believe pose a threat to national security.

 Even though I'm skeptical that this kind of issue is going to pull the rug out from Al Gore, I think it's a plus for the Republicans to be able to talk about foreign policy, to talk about national security and to talk about the failure of the administration of Bill Clinton and Al Gore in this one area.

 Since the catastrophic terrorist attacks on Sept. 11, 2001, the National Security Agency/Central Security Service has embarked on a national strategy to expand our foreign language capabilities. We've intensified our recruitment and increased the number of locations where our work can be most efficiently performed.

 We've spent barely $700 million in federal grants to U.S. ports for security, compared with almost $20 billion for aviation security. And most important, we are doing an abysmal job in assisting ports in the developing world in improving security to even minimal acceptable standards.

 This is a government which takes national security seriously and that's not just national security against terrorism, it is national security against all forms of threat, including biological threat,

 Once again, President Bush let's politics pollute science. Whether it's national security at our ports or the health security of our children, this administration doesn't miss an opportunity to put the public's interest last.

 You can make the case on almost any foreign ownership issue that there is a national security nexus.

 There is a fine balance to be struck between security and open markets and the U.S. Congress could be about to tip that balance in the wrong direction. National security won't really be enhanced but America's economic security will be damaged as foreign investors are put off and outside expertise lost.

 This is a homeland security, national security issue and I think Republicans think they own this issue and they don't want to give Democrats an opening.

 This is important for domestic support of the intelligence community and of our foreign policy. It's important for national security, and it's certainly important for our ability to lead other countries in the future against threats that we may think threaten us.

 American energy independence is an economic issue, an environmental issue and a national security issue. It lowers gas prices, creates American jobs, helps save our environment and lessens our dependence on foreign oil.

 With a national security and port commerce issue like this, it's really important that we get it right.
