When the only shot proverb

When the only shot many people have is a good job rebuilding New Orleans, the president intervened to suspend prevailing wage laws so his contractor friends can cut wages for a hard day's work,

If (Saxton) thinks he can get rid of prevailing wages, he can think again, because the Democrats won't let him do it. However, let's redefine 'prevailing wages' so that it means a real wage for our economy.

In New Orleans, where a quarter of the city was poor, the prevailing wage for construction labor is about $9 per hour, according to the Department of Labor. In effect, President Bush is saying that people should be paid less than $9 an hour to rebuild their communities.

In the short run, say a few weeks or months, there is likely to be only a finite number of people who know how to prune grape vines, for example. So even if the wage went up a bit, not many more people would be available and qualified. Given more time or some advanced information that substantially higher wages would be available, many more people would be available and the shortage would disappear at the higher wage. But, currently, there has not been time for the wage to rise sufficiently and no one knows if the market will remain tight long enough for the wages to adjust.

On any other expenditure done by the state, prevailing wage is the law. If you begin to chip away here, it would start undermining the wages that are paid to California workers.

[Bush's priority is redistributing money from the bottom up, Herbert says. It's a harsh criticism, but some of the facts support Herbert's claim.] One of the first things the president did in the aftermath of Katrina was to poke his finger in the eyes of struggling workers by suspending the requirements of the Davis-Bacon Act, ... This is one more way of taking money from the working poor and handing it to the wealthy. A construction laborer in New Orleans who would ordinarily be paid about $9 an hour, the prevailing wage in the city, can now be paid less. So much for the president's commitment to fighting poverty.

[President Bush] could suspend payroll taxes for anybody who lived in New Orleans for 10 years, ... That would create a market for low-income people to live there.

Never one single time during those negotiations did anyone on the other side say, 'This is good for the people, this is good for the environment,' ... No one talked about any of this. It was all 'No, we want prevailing wage.'
  Arnold Schwarzenegger

There is a lot of hard work for us ahead, but the spirit of rebuilding in New Orleans, we are wholeheartedly committed to making the Saints better than ever - that's on and off the field.

It was very skillful how he did that. There was no support for doing away with the prevailing wage. He knew there were 30 or 40 Republicans who supported [him], and he put the pressure on them to pressure the president so we could get this done.

When are people going to link up the costs of rebuilding New Orleans with the cost of rebuilding Iraq? It's going to equate to, where are we spending our money and what are we doing?

It became very apparent to me after visiting with the administration, visiting with the president, that there would be no rebuilding of New Orleans unless people felt safe. That is the number one issue.

What needs to be watched is the wage situation. Was the jump in wages a one-shot wonder or does it portend accelerating labor costs? That is the unknown right now.

ACORN is organizing to make sure the job of rebuilding New Orleans is done by the people of New Orleans and truly benefits the communities who have been hurt the most,
  Roseanne Barr

The governor has made his intentions on right to work and prevailing wage very clear as evidenced by their inclusion of each of those measures in the budget he submitted to the House.
