But, currently, there has not been time for the wage to rise sufficiently and no one knows if the market will remain tight long enough for the wages to adjust.

 On any other expenditure done by the state, prevailing wage is the law. If you begin to chip away here, it would start undermining the wages that are paid to California workers.
