 With such a stunning result, passage of the postal reform bills is virtually assured. The next areas are medical reform, civil service reform, public sector outsourcing and government financial institution reform.

 As a state-owned entity with inadequate money laundering and terrorist financing controls, the Commercial Bank of Syria poses a significant risk of being used to further the Syrian Government's continuing support for international terrorist groups. The serious risks posed by CBS have not been adequately mitigated by the Syrian Government's limited efforts to address deficiencies in Syria's financial system.

 [Translation: The GOP brass will have to embrace McCain's number one issue -- campaign finance reform -- if he's going to throw his weight behind Bush.] There are a bunch of little reform measures percolating in Congress right now, ... At least some of those will need to pass if we're going to see the McCain and Bush camps unify.

 This case, as well as the Egyptian government broader performance on democratic reform, is going to figure significantly in the bilateral relationship, which is a complex one.

 In the name of participatory democracy, President George W. Bush's Arab reform policies are actively enfranchising radical Islamist parties with armed militias: in Iraq, where they form the government; in Lebanon, where Hezbollah now holds government ministries; and now, potentially, in Palestine.
